Belgium’s ‘chips revolution’ marks no-government record

Belgium has been without a government for 249 days – longer than Iraq – as parties from the Dutch-speaking north and French-speaking south remain split.

Students took to the streets, with the promise of free beer and chips, and dozens stripped to their underwear.

The day was named “chips revolution”, after Belgium’s renowned national dish.

Organisers hoped the events would boost efforts to break the political impasse.

“We’ve had enough of political games,” Kliment Kostadinov, one of the event’s organisers, told AFP.

“We must get a government fast and a reform of our institutions that is good for all Belgians.”

Johan Vande Lanotte, who resigned recently from the post of king’s mediator with the task of ending the crisis, urged Belgium’s political leaders not to give up on finding a solution.

He told Belgian radio that he had achieved agreement on up to 70% of his text but the final step had proved difficult.

“If the gap is so great, the parties should take great steps. That is not easy. Often they don’t realise how hard that is. You don’t make major reform of the state without enormous pain in your own ranks,” Mr Lanotte said.

In a speech later in Ghent, he set out proposals for a Belgian union made up of four separate parts – Dutch-speaking Flanders, French-speaking Wallonia, the capital Brussels and German-speaking areas.

A caretaker government has been running Belgium since last June’s elections which failed to produce an outright winner.

for another 40 days, and some have questioned whether Belgium has yet broken the dubious record.

But that did not stop dozens of student organisations marking the event under an umbrella group entitled “Not in our name”.

Around 1,000 students and schoolchildren took part in an event in Brussels.

A similar number took part in Louvain-la-Neuve, where the organisers handed out 300 portions of free chips with mayonnaise, a staple part of the Belgian diet. And in Ghent, where activists said 249 people would protest naked to mark each day of political paralysis, dozens stripped to their underwear.

Actress Marijke Pinoy was asked by De Standaard newspaper why they were taking off their clothes.

“Why? Because if we’re naked, we’re all people together,” she said.

Although many of the events appeared light-hearted, organisers insisted they had a serious political message of conserving social security and strengthening solidarity.

‘सहमतिको राजनीतिलाई कमजोरीकारुपमा नबुझियोस्’ – प्रधानमन्त्री झलनाथ

नेपाली जनताले एउटा महान् क्रान्ति सम्पन्न गरेका छन् तर त्यो क्रान्ति संस्थागत भइसकेको छैन, हामीसँग साँच्चिकै नयाँ नेपालको उज्ज्वल सम्भावना छ तर त्यो चुनौतिहीन छैन, प्रतिक्रान्तिकारी शक्तिहरुमाथि नेपाली जनताले विजय पाएका छन् तर संघर्षको सबै हिसाब–किताब चुक्ता भएको छैन ।

भावी संविधान लोकतान्त्रिक हुनु अनिवार्य छ; त्यो सामाजिक न्यायमा आधारित हुनेछ; त्यो संविधानको निर्माण राजनीतिक पार्टीहरुका बीच न्युनतम सहमतिमा मात्रै संभव हुनेछ; त्यसका लागि शान्ति प्रक्रियाको टुङ्गो लागिसक्नुपर्छ; ती दुवै कामका लागि एकीकृत नेकपा माओवादीको सहमति अनिवार्य छ; एउटा हिँसात्मक विद्रोही शक्तिका रुपमा विकसित भएको माओवादी शान्तिप्रक्रियाको जुन विन्दुसम्म आएको छ त्यसलाई सम्मान गर्नुपर्छ र शान्तिप्रक्रिया पूरा गर्ने र पूर्णरुपले लोकतान्त्रिक प्रक्रियामा आउने उसका सार्वजनिक प्रतिवद्धतालाई सघाउनु पर्छ ।

गत माघ २० गते गरिएको ७ बुँदे सहमति नेपाली जनताले साठी वर्षसम्म गरेको त्याग र बलिदानले प्राप्त गरेको संघीय लोकतान्त्रिक गणतन्त्रलाई संस्थागत गर्ने एउटा पहलकदमी थियो । त्यो कु्नै तथाकथित ‘वामध्रुवीकरण’को अभिप्राय थिएन र केवल दुई पार्टीका बीच ‘बाँडचुँड’को प्रपञ्च पनि थिएन ।

प्रधानमन्त्री झलनाथले आज राष्ट्रका नाममा गर्नु भएको सम्बोधनको पूर्ण विवरण:

आदरणीय दिदी–बहिनी तथा दाजु–भाइहरु

व्यवस्थापिका संसदबाट म प्रधानमन्त्री निर्वाचित भएपछि १५ दिन बितेकाछन् । प्रधानमन्त्री निर्वाचनले मुलुकमा ठूलो आशा–अपेक्षा उत्पन्न गरेको थियो तर अहिलेसम्म सरकारले पूर्णता पाएको छैन । नयाँ संविधान जारी गर्नका लागि थप गरिएको एक वर्षको समयमध्ये तीन महिना र केही दिन मात्रै बाँकी छन् । एक–एक घण्टाको समेत ठूलो महत्व भएको संक्रमणकालको यस समयमा सरकारलाई पूर्णता दिनसमेत यति लामो समय लागिरहेको हुँदा आम नागरिकमा कौतुहल र प्र्रश्नहरु देखापर्नु स्वाभाविक छ । जनताले निर्वाचित गरेर पठाएको एउटा जनप्रतिनिधिका हिसाबले र जनप्रतिनिधि संस्थाबाट निर्वाचित सरकार प्रमुखका हिसाबले ती सबै प्रश्नहरूको उत्तर दिनु र जिज्ञासाहरुको समाधान गर्नु मेरो दायित्व भएकाले म राष्ट्रका सामु उपस्थित भएको छु ।

यस अवधिमा समायोजन र पुनःस्थापनामा जाने माओवादी सेनाका लडाकुहरुको समूह विभाजन र पुनःस्थापनाको समयतालिका प्रकाशित गरेर काम शुरु गर्न सकिन्थ्यो, लामो समयसम्म रहेको सरकारबिहीनताले उत्पन्न भएका र रोकिएका सरकारी कामहरु अगाडि बढाउन सकिन्थ्यो, महँगी र अभावमा परेका खासगरी ग्रामीण जनताका लागि राहतका कार्यक्रम दिन सकिन्थ्यो । तर सरकारलाई पूर्णता दिने काममै अल्झिनु परेको भए पनि केही दिनभित्रै सरकारले यी कामहरु आरम्भ गर्ने प्रतिवद्धता जाहेर गर्दछु ।

कष्टसाध्य प्रयत्नको परिणामस्वरुप सात महिना लामो अन्योल र गतिरोधलाई अन्त्य गरी नयाँ सरकार गठन भएको विदितै छ । यस प्रक्रियालाई पूर्णता दिएर मुलुकलाई शान्ति र संविधान दिने हाम्रो संकल्प हो । यसलाई पूरा गर्नु एउटा नियमित सरकार संचालन गर्नु जस्तो सहज छैन । यसलाई विथोलेर आफ्ना संकीर्ण स्वार्थ पूरा गर्न चाहने प्रयास पनि सँगसँगै हुनसक्ने यथार्थप्रति हामी जानकार नै छौँ । यस घडीमा जिम्मेवार राजनीतिक दलहरुसहित सिङ्गो राष्ट्र संयम, धैर्य र विवेकका साथ प्रस्तुत भएर सबै समस्या र चुनौतिहरुको सामना गर्नु आवश्यक छ । प्रधानमन्त्रीका हैसियतमा म त्यस निम्ति सतत् प्रयत्नशील रहेको छु । शान्ति र संविधानको राष्ट्रिय कार्यभार पूरा गर्न हाम्रा अगाडि सहमतिबाहेक अर्को बाटो छैन । मैले त्यसका लागि विभिन्न तह र स्तरमा प्रयत्न गरिरहेको छु । हाम्रो अगाडि लोकतन्त्रको सुदृढीकरण र जनताको समृद्धिबाहेक अर्को कुनै एजेण्डा र स्वार्थ पनि छैन । तर सहमतीय राजनीतिको यस प्रयत्नलाई कसैबाट मेरो कमजोरीका रुपमा बुझ्ने काम नहोस् भन्ने कुरामा म जोड दिन चाहन्छु ।

दिदी–बहिनी तथा दाजु–भाइहरु

नेपाली जनताले एउटा महान् क्रान्ति सम्पन्न गरेका छन् तर त्यो क्रान्ति संस्थागत भइसकेको छैन, हामीसँग साँच्चिकै नयाँ नेपालको उज्ज्वल सम्भावना छ तर त्यो चुनौतिहीन छैन, प्रतिक्रान्तिकारी शक्तिहरुमाथि नेपाली जनताले विजय पाएका छन् तर संघर्षको सबै हिसाब–किताब चुक्ता भएको छैन । जुनसुकै क्रान्ति जस्तै हाम्रो क्रान्ति पनि एउटा युगान्तकारी घटना भएको हुँदा पुरानो युगका आग्रह, स्वार्थ र कुण्ठाहरू एकसाथ मिलेर क्रान्तिलाई संस्थागत गर्ने प्रक्रियामा अप्ठेरो पार्न सक्छन् । त्यसका लागि एउटै सामान्य उपाय छ ः क्रान्तिका सबै शक्तिहरु एकजुट हुनु र क्रान्तिको पक्षमा उभिनु । यसो गरेरमात्र हामीले शान्तिपूर्ण जनक्रान्तिका उपलब्धिहरुलाई संस्थागत गर्न सक्नेछौँ । तसर्थ, परिवर्तनका हिमायती शक्तिहरुलाई एकताबद्ध भएर सरकारसँग हातमा हात र काँधमा काँध मिलाएर अघि बढ्न आह्वान गर्दछु ।

हाम्रा अगाडि जिम्मेवारीका केही प्रष्ट मानकहरु छन्ः भावी संविधान लोकतान्त्रिक हुनु अनिवार्य छ; त्यो सामाजिक न्यायमा आधारित हुनेछ; त्यो संविधानको निर्माण राजनीतिक पार्टीहरुका बीच न्युनतम सहमतिमा मात्रै संभव हुनेछ; त्यसका लागि शान्ति प्रक्रियाको टुङ्गो लागिसक्नुपर्छ; ती दुवै कामका लागि एकीकृत नेकपा माओवादीको सहमति अनिवार्य छ; एउटा हिँसात्मक विद्रोही शक्तिका रुपमा विकसित भएको माओवादी शान्तिप्रक्रियाको जुन विन्दुसम्म आएको छ त्यसलाई सम्मान गर्नुपर्छ र शान्तिप्रक्रिया पूरा गर्ने र पूर्णरुपले लोकतान्त्रिक प्रक्रियामा आउने उसका सार्वजनिक प्रतिवद्धतालाई सघाउनु पर्छ । यो समझदारीलाई कार्यान्वयन गर्नु गराउनु वा सघाउनु मुलुकको प्रधानमन्त्रीका हिसाबले मेरो कर्तव्य हो । सर्वसाधारण जनताले समेत राम्ररी बुझेका यिनै तथ्यहरुले सरकारका भावी कामहरुलाई मार्ग–दर्शन गर्नेछन् ।

मूलतः एकीकृत नेकपा माओवादीसमेत अन्य पार्टीहरुको समर्थनमा नेकपा एमालेको नेतृत्वमा यो सरकारको गठन भएको छ । यसमा अन्य सबै राजनीतिक पार्टीहरुलाई सम्मानपूर्वक समावेश गर्ने र कसैका विरुद्ध मोर्चाबन्दी नगर्ने हाम्रो पार्टी नेकपा एमालेको घोषित नीति हो । यसै आधारमा एकीकृत नेकपा माओवादीसँग सहमति भएको छ । यो सहमतिलाई अझ बलियो आधारमा माथि उठाउनु र अन्य राजनीतिक दलहरुलाई समेत सम्मानजनक रुपले यसमा सामेल गर्दै अघि बढ्नु हाम्रो ध्येय हो भन्ने स्पष्ट छ ।

राजनीतिक पार्टीहरू बलिया भएनन् भने राष्ट्र बलियो हुँदैन । हामी समस्त लोकतान्त्रिक गणतान्त्रिक शक्तिहरु एकताबद्ध हुनु समयको माग हो । प्रधानमन्त्रीको निर्वाचनपछि रचनात्मक प्रतिपक्षमा रहने नेपाली काङ्ग्रेसको निर्णय आफैमा स्वागतयोग्य त छ । तर संविधानसभाबाट नयाँ संविधान निर्माण गर्ने प्रक्रियाबाट गुज्रिरहेको नेपालको यो विशिष्ट अवस्था निर्वाचनमा विजयी हुने सत्तापक्ष हुने र पराजित प्रतिपक्ष हुने सामान्य अवस्थाको जस्तो होइन । यो त स्वयं नेपाली काङ्ग्रेससमेत सहभागी र अगुवा रहेको क्रान्तिपछिको संक्रमणकालीन विशिष्ट अवस्था हो । नेपाली काङ्ग्रेस प्रतिपक्षमा बसेरभन्दा सरकारमै रहेर शान्ति र संविधानका मुद्दामा धेरै योगदान गर्नसक्छ । यस दिशामा नेपाली काङ्ग्रेसबाट सकारात्मक निर्णयका लागि हार्दिक अपिल गर्दछु ।

दिदी–बहिनी तथा दाजु–भाइहरु

व्यक्ति, परिवार र समुदायका तहमा अहिले जुन ऐतिहासिक महत्वका बहस–विमर्श भएका छन्, त्यसको प्रभाव राजनीतिक पार्टीहरुमा समेत परेको छ, जुन स्वभाविक छ । तर राजनीतिक बहस–विमर्शलाई रचनात्मक र राष्ट्रिय स्वार्थमा आधारित बनाउन सकिएन भने पार्टीहरुभित्रका बहसहरु अन्तरविरोधको तहमा र अन्तरविरोधहरु कचिङ्गलको तहमा विकसित हुन्छन् । संविधान सभाबाट नयाँ संविधान जारी गर्नका लागि हामी लोकतान्त्रिक तथा गणतन्त्रवादी राजनीतिक पार्टीहरुभित्रै पनि बलियो एकता आवश्यक छ । त्यस्तो एकताले राजनीतिक पार्टीहरुका बीचका संस्थागत सम्बन्धहरुलाई सुदृढ पार्दछ । यसरी पार्टीहरुभित्रै र पार्टीहरुबीचमा खेलेर नाजायज फाइदा उठाउने अस्थिरता र प्रतिगमनका शक्तिहरु निस्प्रभावी हुनेछन् ।

हामी राजनीति गर्नेहरुले आफ्ना कुण्ठाको भारी राष्ट्र र जनतालाई बोकाउनु हुँदैन । म सम्पूर्ण इमानका साथ भन्न चाहन्छु–मैले मुलुकले सुम्पेको काम अविभाजित व्यक्तित्वका साथ पूरा गर्नुपर्र्छ । मलाई मेरा नैतिक प्रतिबद्धताबाट कसैले अलग्याउन चाहन्छ भने त्यो पूरा हुनेछैन । राजनीति गर्ने हामीहरुबाट जनताले एकता, अग्रदृष्टि र दृढताको अपेक्षा गरेका छन् । हाम्रो अर्जुनदृष्टि नेपाली जनताले भोगिराखेको दुःख, शान्ति प्रक्रिया र संविधानमा हुनुपर्छ । त्यसको साटो हामीले खुट्टा तानातान, आरोप–प्रत्यारोप र कचिङ्गलमात्रै ग¥यौँ भने जनताले हामीलाई माफी गर्ने छैनन् ।

नेपालको वर्तमान संक्रमणकालीन अवस्थाको बाञ्छित अवतरण हामी नेपालीहरु, हाम्रा छिमेकीहरु तथा अन्तर्राष्ट्रिय समुदायको हितमा छ भन्ने कुरा सर्वप्रथम हामी आफैले बुझ्नुपर्छ र अरुलाई पनि बुझाउनु जरुरी छ । हामी अहिले शान्ति प्रक्रियाको अन्तिम घडिमा छौँ । हामी एकताबद्ध हुँदा करिब दुई÷साढे दुई महिना मै शान्ति प्रक्रियामा निर्णायक उपलब्धि हासिल गर्न सकिन्छ र संविधान जारी गर्न आवश्यक परिस्थिति निर्माण गर्न सकिन्छ । म यस कुरामा सिङे राष्ट्रलाई विश्वास दिलाउन चाहन्छु । क्रान्तिका उपलब्धिहरुलाई संस्थागत गर्ने यस निर्णायक घडिमा हामीबाट हुने कमजोरीको असाधारण महँगो मूल्य मुलुकले तिर्नुपर्ने हुन्छ । यसतर्फ सचेत रहन सबैलाई अनुरोध गर्दछु ।

मेरो निर्वाचन क्षेत्र इलामका मतदाता, मेरो पार्टीको महाधिवेशन र त्यसपछिका अनेकौँ निर्णयहरूले मलाई जनता र राष्ट्रको पक्षमा काम गर्न जिम्मेवारी दिएर म प्रधानमन्त्रीको उम्मेदवार बनेको हुँ । व्यवस्थापिका संसदले त्यसैलाई समर्थन गरेर म प्रधानमन्त्री बनेको छु । यो जिम्मेवारीलाई गम्भीरतापूर्वक लिएर अघि बढ्नु म आफ्नो कर्तव्य ठान्दछु ।

सरकारको स्थायी संयन्त्र कर्मचारीतन्त्र सधैँ जिम्मेवार रहनु पर्छ । अझ संक्रमणकालीन राजनीतिक अवस्थामा राजनीतिक कमजोरीबाट उत्पन्न हुने जोखिमहरुबाट समेत उसले जनता र मुलुकलाई बचाउनु पर्छ । मेरो नेतृत्वको यस सरकारले अझै पूर्णता पाइसकेको छैन । यस अवस्थामा अनेकौँ प्रकारका शंका–उपशंका फैलिने र फैलाउने काम हुन सक्छन् र जनतामा भ्रमहरु सिर्जना हुन सक्छन् । त्यस्ता भ्रम र शंका–उपशंकाहरुबाट प्रभावित नहुन म सबैलाई आग्रह गर्दछु । यस्तो अवस्थामा हाम्रो सम्पूर्ण प्रशासन र राज्यका सबै अङ्गहरुले अझ बढी सचेत र सजग भएर आफ्ना कामहरुमा लाग्नु पर्छ । राष्ट्र र जनताप्रतिको जिम्मेवारीबोध गर्दै यस घडीमा पनि आफ्ना कामहरु उत्तरदायित्वपूर्ण ढङ्गले सम्पादन गर्न निजामती, सुरक्षा अंगलगायत सबै राष्ट्रसेवकहरुलाई निर्देशन गर्दछु ।

सरकार र राजनीतिक दलहरुका बारेमा सञ्चार जगतले गरेका टिप्पणीहरुको बारेमा म जानकार नै छु । अहिलेका कठिनाइहरुप्रति सञ्चारक्षेत्र स्वयं पनि अनभिज्ञ छैन भन्ने मेरो विश्वास छ । शान्ति र संविधानको राष्ट्रिय लक्ष्य पूरा गर्न सरकारलाई प्रेस जगतको सदैव सहयोग रहने छ भन्ने विश्वास गर्दछु ।

हाम्रो लोकतान्त्रिक आन्दोलनमा सबै वर्ग, पेशा, जाति–जनजाति, लिङ्ग, क्षेत्रका जनताको सहभागिता रहँदै आएको छ । संघीय लोकतान्त्रिक गणतन्त्रलाई संस्थागत गर्ने उद्देश्यले बनेको यस सरकारका चुनौतिहरुलाई ध्यान दिँदै सबैबाट सरकारले आवश्यक समर्थन र सहयोग प्राप्त गर्ने छ भन्ने मेरो विश्वास छ ।

यस छोटो समयमा अन्तर्राष्ट्रिय समुदायले नेपालको शान्तिप्रक्रिया र संविधान निर्माणका बारेमा जुन चासो र समर्थन देखाएको छ त्यसप्रति धन्यवाद दिन चाहान्छु ।

मलाई हारजितको कुनै राग–द्वेष छैन तर मेरा कारणले लोकतन्त्र र जनताको शीर निहुरिन नदिनु मेरो सर्वोपरी दायित्व हो, कर्तव्य हो । पूर्वी पहाडको एउटा ग्रामीण किसानको छोराको हिसाबले मैले निजीरुपमा पाउन अरु केही पनि बाँकी छैन । यदि बाँकी छ भने मसँग मातृभूमिको ऋण मात्रै बाँकी छ ।

US Diplomatic officials Raised Tibetan Refugee Issues with Nepal PM

Dharamshala: The United States has strongly called on Nepal Monday (15 February) to honor a United Nations-brokered “gentlemen’s agreement” on Tibetans fleeing their homeland. The 1989 pact suggested allowing Tibetan refugees a free passage through the Himalayan region of Nepal to Dharamshala in India.

U.S. diplomatic officials led by Undersecretary of State Maria Otero who also serves as the Special Coordinator for Tibetan issues raised the issue in a meeting with Prime Minister Jhala Nath Khanal. Otero also raised the issue of problems experienced by the children of Tibetan refugees living in various camps in Nepal for several years due to a lack of identity cards. She was joined in the meeting by Scott H. DeLisi, the U.S. ambassador to Nepal.

After the meeting Otero told media persons that the need for the government to treat Tibetan refugees as per international human rights obligations. “We made it clear that this is an important issue for us and that we are concerned about. And we will proceed to look at it very carefully.”

The envoy called on Nepal to honour the UN-brokered “gentlemen’s agreement” on Tibetans fleeing their homeland. She raised the issue of free passage for the refugees from Tibet. “There is a stable practice while dealing with Tibetan issues which ensures providing them free passage to India,” the US envoy was quoted as saying by the Kantipur online.

She highlighted the problems faced by the Tibetans in the Himalayan region, according to Milan Thuladhar, foreign relations adviser to the Nepal PM. He reported that Prime Minister Khanal told the officials that his government has been dealing with the issue of Tibetan refugees according to its international human rights obligations. “We will deal with the issue taking into account the concerns of our immediate neighbors — China and India,” he quoted the prime minister as saying.

Nepal claims it supports the so called “one-China policy” that views Tibet Autonomous region as an integral part of China. It has repeatedly claimed its giant northern neighbor that it will not allow its territory to be used against China. Despite tight security enforced by the Nepalese and Chinese government in the Tibet-Nepal border areas, every year some 2,500 Tibetans cross the border on their way to seek refugee status and to meet their spiritual leader His Holiness the Dalai Lama

There are more than 20,000 Tibetan refugees living in about 12 settlements across the country. Earlier in the day Otero also visited Tibetan Reception Center in Kathmandu and also met with Tibetan refugee leaders to know about the problems and hardships they face in the country, some of newly arrivals whom are awaiting clearance for going to Dharamshala, where their spiritual leader Dalai Lama is based since fleeing from the occupied Tibet.

China has used its financial muscle to pay off the Nepal government to crackdown on Tibetan refugees living in Nepal, according to secret US cables recently published by WikiLeaks. According to international media reports, for offenses as minor as staging peacefuldemonstrations, shouting anti china slogans or demanding human rights and religious freedom in their occupied homeland Tibet, large numbers of Tibetan refugees including women and school children were badly beaten and detained regularly, and in some cases imprisoned, by Nepal security forces and police since a deadly riot broke out in the Tibetan capital Lhasa on March 14 followed by mass demonstrations in all parts of Tibet.

In 1989, strong pressures from the Chinese government and the growing number of new arrivals led Nepal to initiate a strict border-control policy. The Nepalese government made clear that it would henceforth refuse to accept or recognize new Tibetan refugees. Presently the Chinese influence is so strong that Nepal, which was once supportive of the Tibetan, is now turning away Tibetan refugees and handing them over to the Chinese.

Powerhouse and powerbrokers: A profile of Egypt’s military

As Egyptians look forward to an alternative political future, the country’s military is repositioning itself as an interim

After besieged President Hosni Mubarak stepped down, the Supreme Council of Egyptian Armed Forces took charge of the country, committing itself to transfer power to a civilian government.

On Monday, military rulers pledged to oversee the amendment of the Constitution. On Tuesday, the military spokesman saluted the martyrs who lost their lives during the uprising.

The imposed curfew has not been rigidly implemented and soldiers have often been seen fraternizing with protesters.

And on Tuesday, army officials told journalists they weren’t interested in extending their rule and would like to see the transition period end within six months.

All of which has given the military unprecedented popular support and helped it reclaim its central role in Egyptian political life, according former Lieutenant General Mohamed Ali Belal, speaking to Al-Masry Al-Youm.

However, the military’s position has not always been without challenge, particularly in the recent past.

Regime-army tensions

Since 1999, Mubarak’s son Gamal, 47, who spent 11 years working at Bank of America in Cairo and in London, claimed an increasingly prominent role in the nation’s political life.

Analysts say that Gamal eased the way for business friends to gain senior positions in the NDP and in the cabinet of Ahmed Nazif, the former prime minister sacked by Mubarak following the first four days of massive protests.

“In the last six years, people who were close to the army witnessed a silent uproar within the military over the rise of Gamal and like-minded businessmen, as they were imposing a hegemony over banking, industry and even the media,” Abdullah al-Senawy, a leftist writer and outspoken critic of the toppled Mubarak regime, told Al-Masry Al-Youm in a phone interview.

The military, a key economic actor in Egypt which has utilized its sovereignty over wide areas of land to develop malls, gated cities and holiday resorts, objected to the capitalist practices of Gamal’s businessmen associates, who sold off national land, assets and resources to foreign corporations, according to Paul Amar, professor of global and international studies at the University of California.

Al-Senawy once wrote how Defense Minister Field Marshal Mohamed Tantawi, 75, expressed his disagreement with the members of the NDP Policies Secretariat, calling them “a bunch of American boys.”

In an April 2007 US embassy cable, an Egyptian parliamentarian told American diplomats that “Gamal increasingly views Tantawi and [Egyptian General Intelligence Service] EGIS head Omar Suleiman as a threat to his presidential ambitions,” adding that Tantawi’s days–as well as Suleiman’s–could be numbered.

The MP, according to the diplomatic memo, also “alleged that Tantawi recently told him, in confidence, of his deepening frustration with Gamal.”

“Both Tantawi and Suleiman are loyal to Mubarak and the former president couldn’t risk removing them because he simply couldn’t guarantee the loyalty of the generals of the second row in the army,” said al-Senawy.

Another source of dispute was the rising influence of the Ministry of Interior over the internal political landscape, especially with the Interior Ministry’s growing budget, which was competing with that of the military.

“The army perceived [former Interior Minister General Habib] al-Adly as the minister responsible for cracking down on opponents and paving the way for Gamal to succeed his father,” said al-Senawy.

Gamal, who regularly attended military celebrations with his father, sitting among high-ranking military commanders, had allegedly been trying to get closer to some of the army strongmen such as the presidential guards, but the influential presidential guards were more loyal to the traditional commanders of the army, according to al-Senawy.

Now in command of the country, Egypt’s military rulers hope the political system will be reshaped in such a way that they can’t be subject to any attempts to marginalize them, as they perceived happened with Mubarak’ son.

The power of the military

Despite any temporary marginalization, the Egyptian army has remained a consistent powerhouse of the state throughout the years.

All four Egyptian presidents since the overthrow of the monarchy in the early 1950s have come from the military, which has ever since played a pivotal role within domestic politics.

The army quelled bread riots in Egypt in 1977 and halted a rampage by policemen over pay in 1986.

During Mubarak’s reign, former military generals occupied many posts, such as governors or consultants for the government.

Despite a more liberalized media industry with less red lines and taboos, the military remained a sheltered area for coverage. Previously, approval from the military was a must to publish any story about the army.

Egypt’s modern army was built in the early years of the 19th century and has been at the heart of power since mid-ranking army officers seized power following the 1952 coup d’état.

Later, the army fought four wars, all with Israel, in 1948, 1956, 1967, and 1973.

Later, according to the CIA factbook, “Egypt played a key role during the 1990-91 Gulf crisis. President Mubarak helped assemble the international coalition and deployed 35,000 Egyptian troops against Iraq to liberate Kuwait. The Egyptian contingent was the third-largest in the coalition forces, after the US and UK in the aftermath of the Gulf war.”

As of September 2010, Egypt’s army is the fifth main contributor of troops to UN peacekeeping operations. The army contributes with 5458 military personnel in five African countries (in addition to Nepal and the Western Sahara), according to UN figures.

The Egyptian army is the tenth largest in the world, with more than 468,000 personnel (army 340,000, navy 18,500, air 30,000, and air defense command 80,000), in addition to a reserve of 479,000, according to the 2010 Military Balance, issued by the London-based International Institute for Strategic Studies.

With its estimated US$4.56 billion defense budget in 2010, Egypt’s military is the “strongest among its immediate neighbors in Africa, but is substantially lower than the budgets of its two Middle-Eastern neighbors, Israel and Saudi Arabia,” say Jane’s Information Group, a military-specialized think tank based in London.

Relationship with the US

Experts argue it’s unlikely the army will change its stance concerning its strategic links with the United States during or following Egypt’s transitional period.

“You have to note that the current Egyptian commanders are the architects of this growing strategic relationship. They view Washington as a main supply for weapons that keep Egypt maintaining a balance of power with Israel,” Lieutenant General Belal told Al-Masry Al-Youm.

Army commanders told the nation on Saturday that they would respect all treaties signed by Egypt, a move to reassure Israel and Washington.

“Their [the army's] stance toward Israel is the same. The military is a professional institution. The army knows that those treaties are binding and they were protecting them. It’s not expected that the army will make any change to such agreements,” added Belal.

Since its peace deal with Israel, Egypt’s military has been the biggest recipient of US military aid after Tel Aviv, receiving nearly US$36 billion in military assistance–an annual installment of US$1.3 billion.

In addition to that, Egypt’s army has built closer ties with US through joint training operations such as the bi-annual Operation Bright Star exercises.

At the time of the protests, the Pentagon was hosting Sami Anan, chief of staff of the Egyptian Armed Forces, and other senior Egyptian military personnel for annual bilateral defense talks.

Leaked US diplomatic cables revealed how Washington has viewed with anxiety the role of the Egyptian army.

“The idea that the military remains a key political and economic force is conventional wisdom here,” said a US diplomat in an embassy cable from July 2009, released by WikiLeaks.

“However, other observers tell us that the military has grown less influential, more fractured and its leadership weaker in recent years,” the cable added.

Diplomatic cables also demonstrate disagreement between the two allies over military assistance and strategy.

The US has sought “to interest the Egyptian military into expanding their mission in ways that reflect new regional and transnational security threats, such as piracy, border security, and counterterrorism,” said one memo dated 21 December 2008, also released by WikiLeaks.

“But the aging leadership, however, has resisted our efforts and remained satisfied with continuing to do what they have done for years: Train for force-on-force warfare with a premium on grounds forces and armor.”

Future roles

Now, with the army disposing of the threat posed by Mubarak’s son and his likeminded affiliates, questions remain unanswered about what roll it will play in the future.

“This depends on how much success we witness during the transitional period,” said al-Senawy. “If we succeed in building a parliamentary system with reasonable presidential power, the army will find itself faced by a new legitimacy based on democratic choices.

“In such a context, the state will have full supervision over the army and its main duties, such as protecting the nation as well as protecting the Constitution. The whole military institution would be subject to parliamentary oversight, so there is nothing to fear in this regard.”

While Jon Alternman of the Center for Strategic and International Studies warnsof a 1952-style military rule, where the army replaces the revolution’s momentum, Steve Negus writes that the current situation is incomparable.

“The military did not depose Mubarak on its own initiative, but because a mass protest movement had made the country ungovernable.”

For Negus, the military can only relinquish power as promised because, unlike the 1952 army initiative, it doesn’t have any other legitimacy to rely on, such as putting an end to the British colonial rule.

For Negus and other experts, the work of democrats becomes crucial in defining the terms according to which the army will relinquish its current position–something military leaders have assured the Egyptian people it intends to do as soon as possible.

Religion will be the Cause of World War III

Similarly, the Hindu, Buddhist, Muslim and Christian religions are exchanging recriminations for their own persistence. Actually, the world are getting forgotten the Religious norms and values gradually. Religion has been made a tool to retain the monopoly in the world. Hinduism and Buddhism have maintained a harmonious relationship and adopted the policy of co-existence. However, the conflict between Christianity and Muslim religion has been intensifying. They are not taking any steps to create an environment of reconciliation.

America has been adopting the imperialistic policy through Christianity in the world. America does not like China’s increasing influence and popularity. It wants to destabilize China at any cost. India is nurturing similar interest and it could take a definite shape in near future. Nepal lies in between India and China. Nepal and India share a common relation in terms of geography and culture, despite which, Nepal suffers from Indian intervention and conspiracies. Although China is further away geographically, Nepal does not feel any threat emanating from it. China stands against those who seek opportunity to exploit Nepal.

It is a matter of grief that the imperialist and expansionist forces to serve their interest could use Nepal as a base and subsequently lead to its disintegration. After the collapse of Soviet Russia, America feels China as the one and only competitor. America envies Chinese increasing market in the world and its cheap products. America’s desire is to take the world under the grip of its monopoly.

America is backing Dalai Lama for Free Tibet campaign under the pretext of human rights. Its intention is to disintegrate China by pointing to the human rights violations in Tibet. The fact is that the Dalai Lama is becoming old is of concern to America. In his life-time, America wants to have success in its attempt. Although, according to hearsay, America has prepared replacement in case anything unfortunate happens to the religious leader 2nd Dali Lama.

America, Christian Mission, CIA and Indian intelligence wing ‘RAW’ know that Nepal could be an obstruction unless it is under their influence. So the wave of secularism and federalism became the top most priority in Nepal. The King could not be a matter of headache for America had he been tolerant for Free-Tibet. But the King did not allow Nepali soil to be used against Chinese interest. So, America and Christian countries had invested some amount (sugarcoated poison) to the Nepalese traitors to declare republic. They understood that the continuation of the royal institution in Nepal meant the failure of Free Tibet agenda. Then, Nepal could not be transformed into a Christian state. So as to achieve this objective ‘RAW’ was taken into confidence and millions worth of financial incentives provided to traitors (political leaders) and the Maoists. They firmly believed that the monarch could be removed through instigation of a bloody agitation. In this way, the world powers poured into Nepal for republic and secularism.

A fact of significance has become public through dailies as Gorkhapatra and Annapurna Post (Nepalese newspapers) that European nations, United Nations Human Rights Commission and Christian Mission have provided abundant financial support to the Maoists. Indian leader Sonia Gandhi (Italian Christian) is supporting Nepali leaders, specially the Maoists, to promote Christianity in Nepal and Asia. The Christians are confidently roaming the villages of Nepal and turning Dalits, poor and greedy persons into Christians by providing them financial support. It was the support of the Maoists that made possible secularism and republic in Nepal. They plan to turn Nepal into a Christian state by instilling fear of Maoist army. However the nationalist side in the Maoist party has understood this plot. They will not support the foreigner’s agendas.

It is to be noted that whenever America destabilizes a nation it instigates discord in the ethnic line. They are made to raise the issue of language. They are shown economic incentives and convert Christian. We know- ‘Christians misappropriated the name of Jesus and produced a demonic religion called Christianity which came into existence during the period of King Constantine, four hundred years after the death of Jesus the Christ. Christianity attempted to wipe out the Jews and was at loggerheads with Islam which came into existence later. The Crusades were waged and millions of people perished in the wars. The Semitic religions under the control of fanatic and fundamentalist bigots unleashed reins of terror destroying human societies.’

America is responsible for disintegration of Yugoslavia into many pieces, which was caused due to the same reasons as ethnicity and language. There had been infiltrations in the Red Army of Soviet Union. America made the Russian leader Mikhail Gorbachyov to disassociate with ‘Glasnos’t (openness), ‘Perestroika (restructuring democratization’s policy. Then, Soviet Russia was disintegrated into fifteen pieces. Similarly, Sudan was divided into two on basis of ethnic communal issue. How can we Nepalese united people achieve national unity when the citizens are concentrated on the issues of ethnicity, language and regional division?

The indigenous leaders of Nepal are fueled with the slogans of ethnicity, language and region on basis of federalism. The efforts of the American intelligence-CIA, UNMIN and Indian intelligence-RAW are continuing to destabilize the harmonious relationship existing between the Nepali people. They are using the help of human rights slogan by the Nepalese so-called intellectuals-’the traitors’ to achieve this goal. The criminal culture perpetuated by the anti national corrupt political leaders has been allowed foreign invasion, destruction of this pious land, border disorder and anti social behavior.

Apart from Nepal, American interest in the Arab nation is for influencing the oil mine, diamond, jewelries and invaluable minerals. In terms of Nepal the difference in American objective is that here they want to bring Christianity and destabilize China, whereas, India wants to exploit Nepal’s natural resources. At first America accepts all kinds of interest but later when the opportunity arises, like a wolf that seeks entrails, it uses all means and accusations as declaring terrorists or hijacking human rights.

American intellectual Federick P. Hits has written on American infamous policy, “America was supporting the Iranian monarch Shah while its intelligence organization ‘CIA’ was giving financial support to the King Mohamad Reza Shah’s rival Khomini. In 1958 Iraq, America supported Saddam Hussein against the young king-Faisal II. It fueled Hussein against Iraq during the war with Iran. Then ‘CIA’ used to support both Saddam Hussein and Iran at the same time. We can understand the American dual characteristic and conspiracies which traits are also harmful for America also.

Later for oil Iraq was attacked. The Iraqi brokers were used to topple the statue of the same Saddam Hussein. Iraq plunged into civil war and Saddam Hussein was hanged till death. Similarly, in 1979 Bin Laden was made a popular leader to implement US imperialism in Arabic countries. When America could not get along with Bin Laden to manipulate Afghanistan, they separated. Now America is using a big force against Bin Laden. In reality America is playing a role of the terrorist to terrorize the world. Christian religion and human rights agendas are American weapon of terrorism. America is spending a lot of money in the name of human rights and it is spilling blood. Apart from the expenses of Christian Mission and European nations to spread Christianity in the world ‘CIA’ alone spends $ 1 billion annually. Because the conspirator’s team should think-if your mother rapped in front of you imagine mentally, similarly the Hindus and Buddhist also can’t resist their downfall.

America is spending millions amount in Nepal for the same purpose. It is to be noted that the monolithic embassy constructed by America at Maharajgunj in Kathmandu does not serve Nepal’s interest. The purpose of that great house (palace) is to disintegrate China by achieving the goal of Free Tibet. Many monasteries in northern Nepal are built with CIA support. Young Nepali boys and girls are given training to become a monk. This is how they produce Dalai Lama force. Now the religious leader lives at Dharmashala in India amidst high security.

Nepal motherland can be killed with the ailment of four diseases. Categorically, (1) corruption, (2) Christianity, (3) cancer and (4) communists (whom after 2005 are directed by RAW). The four ‘C’s are the biggest diseases for Nepal. All Nepali people are well acquainted with cancer. All our energies should be directed to find the solution to remaining three diseases- corruption, Christianity and communists (only the agents of RAW and CIA). Then, only can our holy land be turned from impurity to a secured state.

For the sake of country’s sovereignty and identity, the continuity of the royal institution and Hindu and Buddhist state is compulsory. Unless the identities of the nation remain intact Nepal will not face any sort of danger. It is a forecast emanating from my deep thinking that if these diseases are not treated World War III will start from Nepal as it will become a base- land.

Yes, if III world war starts the world will be divided into two poles. America, European nations, India and Christian countries will be divided into one pole. Hindu (all over the world including Indian), Buddhist and Muslim religions for their survival will come under one alliance. Nepal, China, Iran, Pakistan, Sri Lanka, Burma, Malaysia, Russia including those against American imperialism and Indian expansionism (paper Tigers) will be united in the world war. Then nations including China will use all its force to destroy the American conspiracy.

We have studied that China is not as weak as before. Tibetan people are satisfied with Chinese policy. All the sides will incur tremendous losses in the war but American existence will end. America has sought such a cause itself. All the forces of the world will unite against it. When Hindus, Buddhists and Muslim nations and Muslims join hand, America and its supporters will not be able to resist for one week. India will disintegrate into 20-25 pieces.

If America wants peace it must abandon its suicidal conspiratorial plans. The days when America showed its monopoly are over. It is because of its own works America will face its destruction. I am political astrologer. This is my forecasting- if America and European nations fail to think creatively religion will become the cause of the third World War.

युवावस्थामा हार्मोन्स परिवर्तनका कारण तैलीय ग्रन्थि बढी सक्रिय हुनाले रोमछिद्र बन्द हुन्छन् र डन्डिफोर आउँछ। यसलाई कोट्याए बिग्रिएर दाग बस्छ।

निद्रा एवं आरामको कमीले पनि मानिस कमजोर बन्छ अनि छिट्टै बूढो देखिन्छ। चिडचिडापन बढ्छ। यी सबै कुराको असर अनुहारमा देखा पर्छ।

धेरै बाफ लिए पनि अनुहार बिग्रन्छ, बाफले अनुहारको रोमछिद्र खुल्छ र पछि अनुहारमा प्वाल देखिन्छ।

सन्तुलित आहारको कमीले पनि शरीर कमजोर हुनुका साथै अनुहारमा विभिन्न परिवर्तन देखिन्छ। बढी चिल्लो, पिरो, अमिलो तथा मसालेदार खानाले शरीरको पाचन प्रणालीदेखि अनुहारमा पनि असर पार्छ।

छाला बिग्रनबाट बचाउने प्राकृतिक उपाय सकेसम्म घाममा नहिँड्ने, हिँड्नु परे छाता प्रयोग गर्ने।

धूम्रपान तथा मादकपदार्थ सेवन सकेसम्म नगर्ने, प्रशस्त मात्रामा पानी पिउने।

बाफ दिँदा मलमलको कपडालाई भिजाएर अनुहार छोप्ने। अनुहारमा ब्ल्याक हेड्स-हवाइटस हेड्स बढी छ भने महिनामा एकपटक मात्र बाफ लिने।

छालालाई स्वस्थ, चम्किलो एवं सुन्दर बनाउन महिनामा एक-पटक फेसियल गर्ने वा छालाको किसिम पत्ता लगाएर दक्ष ब्युटिसियनको सल्लाहअनुसार छालाको स्याहार गर्नु उपयु्क्त हुन्छ।

Millions of Egyptian people from all walks of life, drawing inspiration from the people of Tunisia, have heroically risen up, defied the hated regime of Hosni Mubarak and forced Mubarak to resign. This has shattered the notion that “things can never change.” It is a powerful demonstration that *there is no permanent necessity to the existing conditions under which the great majority of humanity suffer so terribly*. Oppressed people and people who hunger for an end to oppression, in every country all over the world, have deeply shared in the joy and hope of these massive uprisings. And the stirrings of revolt continue to spread.

At the same time, while Mubarak has stepped down, the same basic forces that have so cruelly ruled over and exploited the Egyptian people remain in power. And, despite their honeyed words of praise for the masses of youth and others who have risen up, despite their promises of “freedom” and “democracy,” in reality they are determined to bring about a “transition” that will ensure that there is no fundamental change-that whatever new arrangements are engineered in the political process will still keep the masses of people in Egypt, in Palestine, and other countries of strategic importance for U.S. imperialism, in unbearable conditions.

After all, the armed forces in Egypt-which are now supposed to carry out this “transition”-are the same armed forces which for decades faithfully and brutally enforced the rule of the Mubarak regime, while the heads of this military enriched themselves through becoming major exploiters of the Egyptian people; and the imperialists of the U.S.-who fully backed Mubarak and his cronies and kept them in power for 30 years, without any regard for the suffering of the people-are the very same imperialists who are now seeking yet again to call the shots and give the ultimate orders in terms of what the “transition” in Egypt will be.

The plans and designs of these oppressors and exploiters are NOT what the masses of people desperately want and need. Theirs is the cry of “freedom,” and the struggle must be carried forward until real freedom is achieved-freedom from the rule of the imperialists and their local henchmen and junior partners, freedom from all forms of oppression and exploitation. Freedom from both the outmoded forces which would enslave women, and the people as a whole, in medieval darkness and oppression-and from the outmoded forces who would enslave people in the name of “democracy”…”freedom”…and capitalist-imperialist exploitation marketed as “progress.”

It has frequently happened in history, as has been the case in Egypt (as well as Tunisia), that the domination of imperialism and the rule of local exploiters has taken a concentrated form in the regime of a “strong man” butcher. This was the case, for example, in Iran, with the torture-chamber rule of the Shah, in the Philippines with the tyranny of Marcos, and in Indonesia with the long monstrous reign of Suharto-all brutal dictatorships put in power and long kept in power by U.S. imperialism.

In Iran in the late 1970s, in the Philippines in the 1980s, in Indonesia more recently, massive uprisings of the people forced the U.S. imperialists to throw aside these hated tyrants and to allow some changes. But in every case, the ultimate result was not one which led to real “freedom” for the people-instead they have continued to be subjected to cruel oppression at the hands of those who replaced the old, hated rulers, while these countries have remained within the overall framework of global imperialist domination and exploitation. But historical experience has also shown that the continuation of oppressive rule, in one form or another, is NOT the only possible outcome.

In Russia, in February 1917, another brutal despot, the Czar (absolute monarch), was overthrown by the uprising of the people. Here again, the U.S., British, and other imperialists, and the Russian capitalists, tried to continue the oppression of the Russian people in a new form, using the mechanisms of “democratic rule” and elections which, while allowing for some broader participation of different parties, would still be totally controlled by the exploiters of the people and would ensure their continuing rule, and the continued suffering of the masses of people.

In this case, however, the masses of people were enabled to see through these maneuvers and manipulations, to carry forward their revolutionary rising, through many different twists and turns and, in October 1917, to sweep aside and dismantle the institutions and mechanisms of bourgeois dictatorship and to establish a new political and economic system, socialism, which for several decades continued to advance in the direction of abolishing relations of exploitation and oppression, as part of the struggle throughout the world toward the final goal of communism.

The crucial difference was that, in the uprisings in Russia, there was a core of leadership, communist leadership, that had a clear, scientifically grounded, understanding of the nature of not just this or that ruthless despot but of the whole oppressive system-and of the need to continue the revolutionary struggle not just to force a particular ruler from office but to abolish that whole system and replace it with one that would really embody and give life to the freedom and the most fundamental interests of the people, in striving to abolish all oppression and exploitation.

Even though the revolution in Russia was ultimately reversed, with capitalism restored there in the 1950s, and today Russia no longer seeks to disguise the fact that it is a capitalist-imperialist power, the lessons of the Russian Revolution of 1917 hold valuable, indeed decisive lessons for today. And the most decisive lesson is this: When people in their masses, in their millions, finally break free of the constraints that have kept them from rising up against their oppressors and tormentors, then whether or not their heroic struggle and sacrifice will really lead to a fundamental change, moving toward the abolition of all exploitation and oppression, depends on whether or not there is a leadership, communist leadership, that has the necessary scientific understanding and method, and on that basis can develop the necessary strategic approach and the influence and organized ties among growing numbers of the people, in order to lead the uprising of the people, through all the twists and turns, to the goal of a real, revolutionary transformation of society, in accordance with the fundamental interests of the people.

And, in turn, when people massively break with the “normal routine” and the tightly woven chains of oppressive relations in which they are usually entrapped and by which they are heavily weighed down-when they break through and rise up in their millions-that is a crucial time for communist organization to further develop its ties with those masses, strengthening its ranks and its ability to lead. Or, if such communist organization does not yet exist, or exists only in isolated fragments, this is a crucial time for communist organization to be forged and developed, to take up the challenge of studying and applying communist theory, in a living way, in the midst of this tumultuous situation, and to strive to continually develop ties with, to influence and to ultimately lead growing numbers of the masses in the direction of the revolution that represents their fundamental and highest interests, the communist revolution.

In my writings and talks, in Communism: The Beginning of a New Stage, a Manifesto from the Revolutionary Communist Party, USA, and in other major documents of our Party, we have striven to draw as deeply and fully as possible the critical lessons from the historical experience of the communist revolution and the socialist societies it has brought into being-the very real and great achievements, and the serious errors and setbacks-and to learn from the broader experience of human society and its historical development, in order to contribute all we can to the advance of the revolutionary struggle and the emancipation of oppressed people throughout the world. As the Constitution of our Party states:

“The Revolutionary Communist Party, USA has taken the responsibility to lead revolution in the U.S., the belly of the imperialist beast, as its principal share of the world revolution and the ultimate aim of communism….

“The emancipation of all humanity: this, and nothing less than this, is our goal. There is no greater cause, no greater purpose to which to dedicate our lives.”

It is in this spirit, and with this orientation and goal in mind, that I extend heartfelt support and encouragement to the millions who have risen up. To all who truly want to see the heroic struggle of the oppressed masses develop, with the necessary leadership, in the direction of real revolutionary transformation of society and genuine liberation: engage with and take up the emancipating viewpoint and goals of communism, and the challenge of giving this organized expression and a growing influence and presence among the struggling masses.
